On November 13, 2009, the PDF file of this testimony was
revised to reflect the following corrections.

On page 5, figure 1, last bar of graph labeled Other has been
revised to read 8.9. On page 7, line 3 of first paragraph, the
following text was removed from the testimony a $649 million
reduction in estimated improper payments. On page 16,
Appendix I, line 3, Grants and Cooperative Agreements, fiscal
year 2007 error rate (percent) column, figure is revised to read
0.0.
