The consolidation of federal energy programs in the Departme:it of 3nerqy (DOE) necessitates the defining and consolidating of information needs and resources. Findinqs/Conclusions: The DOE has not doe enough to consolidate and organize its information processing resouices. The Department has (1) divided the responsibility for the control of information processiny activities among three organizaticns, (2) not pinpointed respc,,sibility (or control cf information resources at contractor sites, (3) not *statlished mechanisms to coordinate controls over acguisi-cion and use of computer equipment with development of computer programs, and (4) not conducted a detailed agencywide analysis of its information needs and resources. The Department's control over computer equipment acquisitions could be the starting poit for acre inteqrated controls over information collection and processing, but some deficiencies should be corrected. Reccmmendations: The Secretary of Enerqy should take the following actions to improve the effectiveness of the Department's information management: define departmentwide objectives for the collection, analysis, and reporting of information by DOE and sFecify respcnsitilities of DOE componeDts for achieving these cb~ectives; initiate and actively support a departmentwide indepth analysis of DOE's information needs and resources; enlarge the responsibilities of the Deputy Secretary of Energy to include kroad responsibility for all aspects of DOE's inforeation activities: issue interim procedures until the departmentwide analysis is comlcted to insure that no actions taken is that period will restrict LOE's opportunities for consolidation; and issue procedures requiring DOE to request authority from the General Services Administration before authorizing contractors to acquire computer equipment and requiring ECE to coordinate Erocurement of small computer equipment.
