         The de7elopamnt of deepwater ports in the United States
 has received much attention in recent years, primarily because
 of the incheasing size of oil t~nkers and the ccntry-s
 increasing rqliance on oil imports. Large tankers ofter the most
 economical method Z.r Noving large ralumes of crude oil over
 long distances. Because the Onited S     does not have
 deepwater port facilitigs capabl.e uf na-idling the commonly used
 large tankerm, oil ,azt be transferred !rom large to smaller
 vessels before delivery. Findings/Conc.tusions: The expected
 need for an incease in the number of smaller tankers will
 create congestion and hazards of collision and oilspill.
 According to the Department of Commerce, offshore deepvater
 ports using pipelines to transport the oil would provide a safer
 alternative. Some deepuater ports are being planned off
 Louisiana and Texas, but no proposals for such pcrts are being
 considered for the aid-Atlantic areas. State and local
 govenmeats have opposed the ports because of concerns about
 oilspills and secondary industrial growth and b&ve questioned
 their conoaic feasikility because of poor Frospects for much
 increase in refinery capacity. Judgments about the feasibility
 of a deepwater port on the Atlantic coast should be deforred
 until a definitive study is completed. Recoamendations4 The
 Secretary of Transportation, with the cooperation of other
 involved Secretaries, governments, and groups, should complete a
 aid-Atlantic dtepvater port study by December 31, 1976,
 addressed to optimum location and number of ports, construction
 costs, potential for refined product uset procedures and legal
 arrangements, requirements for pollution control technology, and
 financing and management options. Witbin 6 months of completion
of the study, the Secretary should submit a plan to the Congress
identifyinq a program to construct and operate the port. If the
study finds the port un4esirable, he shoul4 report this finding
