for procesainq approved disability insuranct claims were
revieved to determine if the process could be improved. the
review covered claims proctlssiug steps at the Bureab of
Disability nsaaranc& and at district offices (eO) and iacilded
an analysis of a sample of 498 approved disabillty iascmximi
claims processed by 1S SSA district offiices.
Findinqs/Conclusions: The disability claims processing functioa
in district offices has not been effectively managed by te SSA.
Forty-six percent of the sample claims revieved were delayed
unnecessarily; the number of claims delayed umncessarily varied
from 105 to 781 at the 15 DOs. Controls designed to assure
prompt processing and timely payment of disability clas in DOs
and to quard against loss or misplaced files are inedeato and*
in some cases, nonexistent. SSA has failed to provide DO with
claims processing standards, to monitor the compter-generated
alerts to determine aduacy and usefulness and to ansre that
adequate and accurate management information is provided to
operating managers. the med for review by S3A headquarters of

Recommendations: The S&cretary of Health. Idscations and welfare
should direct the Commissioner of Social Security to: establish
district office processing time goals. develop and implement an
alert system using seaningful time frames to monitor claims# and
