Yto sites were proposed for prisons in the a g
Recreation Area of Kenosha County by the State of Einconain, The
sites involved property conveyed to liseonsin by V ie Genenral
Services Administration (GSA) for conservation and property
purchased from GSA by Misconsin. Clear title to the proeprty was
partly financed with grant funds received from the Department of
Housing and Urban Development (D0). Proposed development of
pxoperty convejud to the State for wildlife conservation would
not be in accordance with the approed program and related
Federal restrictions. GSA has the responsibility for monitoriaV
the use of property conveyed under such circuastaices but h~s
not done so. Conversion of the land sold to the State by GSA
would zequire approval of the Secretary of EOD, and the State
wou34 have to sub3titu'4e )ther comparable open-space land for
it. (RRS)
