         P.L. 83-766 and Ixecatiye Order 10579, issued in 1954,
autborized the Administrator of the General Services
Administration (GSA) to colsolidate, take over, acquire, or
arrange for the operation ly any executive agency of motor
vehicles for the purpose ot establishing, maintaining, and
operatinq interagency motor vehicle ;ccls or systems.
Findings/Conclusions: GSA has had some success in consolidating
agency vehicle fleets into 100 interagency motor pools, but
additional consolidation could save sore money. From a review of
eiqht motor pool operations, it was estimated that S743,000
could be saved annually if these operations were imcluCed in the
interagency system. GSA maintains that it did not absorb the
motor pools because of funding limitations which prevent
feasibility studies. Other deficiencies noted were: GSA has not
restudied exemptions and deferrals granted as long as 15 years
ago to agencies, allowing then to operate separate motor pools;
it is not providing enough vehicles to meet agency requirements,
resulting in agency use of commercial leasing or purchase o
vehicles; and GSA has leased rather than purchasd vehicles when
purchase could have save S5.5 million. Recommendations: The
Administrator of GSA should: inform the Congress and the Office
of Management and Budget (ORB) vhenever funding limitations
impede efforts to make feasibility studies and establish motor
pcols; direct that previous conditional exemptions and deferrals
qrarted agencias be restudied; refuse to grant exemptions or
deferrals, thereby requirirg agencies opposing consolidation to
justify their positions to o9; and establish a program to
replace leased vehicles with Governsent-owned vehicles. If
