          Because of the growig abuse of legitimate drugs and
 the potential for diversion by those who dispense drugs, an
 exaninatiou was made of the Federal and State preventive etforts
 at the retail level. Under Iho Controlled Sbstauces Act, the
 Drug Enforcement A4ministration 1DEA) is Vrowided with extensivw
 authority to register and tagulate drug manufacturers and
 distributors but not practitioners. The act autLorizes t19
 aqency to register practitioners authorized uL.Aar State laws to
 dispense and prescribe controlled substances. Security
 requlations for safeguarding drugs are virtually nonexistent,
 and the agency lacks statutory authority to establish stronger
 ones. Findings/Conclusions: The Drug Enforcement Administration
 is trying to assess and upgrade State capabilities to evaluate
 practitioners. Its largest effort involves diversion
 investigation units composed of State investigators rad Federal
 agents who emphasize criminal investigations of practitioners.
 Pros 1972 to June 30, 1976, about 1200 arrests have resulted
 from the activities of 11 of these units. Two kasic aGproaches
 to solving the problem are by stre'gtheuing the direct role of
 the 02k or by continaing and accelerating the agencyls role to
 help States ca:ry the major hurden. Recomendations- Congress
 should chanri the lEA's role by author3 zing it to either
 exercise direc* regulatory authority over retail-level
 practitioners or implement grant programs for assisting States
 in controlling diversion. Because of the potentially great cost
 of a change in the DIA's mission, the Attorny General shomld
study the costs and benefits of these approaches or any other
