total payments were less than 1% of fiscal year 1974 ruvenues,
About 150 local goverazests questioned or declined astirecession
assistance paymnts. Allocations for only 2 counties out at the
44 governents reviewed wea based on specific uaployment
rates. All other quarterly allocations sere either: I1) based on
the unemployment rate for the county in which the gSvetaoent was
located; or (2) derived from dat,4 based o the county vtr state
unemployment rate excludiag data applicable to goveraments with
specific rates. Several governments felt that the feads were
beneficial JA meetinq salary expenses# making seeded repairFs
and carrying out day-to-day operations without levying
