         Title I of the Public orks Esplcyuent Act cf 1976
established a prnqxm to provide State and local governments
with antirec3asion assistance payments in order to help
statilize the economy. Emergency financial assistance was t be
providwa to governments substantiall, affected ty recessions in
order -t^ reiduce actions by the goverisents shich could
counteract Fqderal efforts to stimulaite the economy.
Find .ngs/Conclusions: Almost all of -the 21 cities visited took
one or more; counterproductive actions, such as employee layoffs.
tax increases, or reductions in services. It was difficult to
determine the effects of antirecession payments on city budgets
because of the interchang able nature of noneys, shifting
priorities, changing revenue amounts from varicus sources, aad
the relatively small contribution the payments made to cities'
resources. Homever, some effects noted were: in six cities,
antirecession funds helped balance the budget; in tvc cities.
the funds were used to maintain oz augment surpluses; in eight
cities, they were used to increase authorized exLenditures; in
four citiest the funds were included in the fiscal year 1977
budget; and one city had no plans for the funds at the time of
the review. The funds reportedly had a favorable impact oG many
cities' employment. Tha 21 cities appropriated uearly all of
their first payments within 6 months, as requiLed by the act.
Problems caused by inflation and certain chronic factors seemed
to have greater effects on the cities' revenues tLwln the
recession. Because of the difficulties in using excess
unemployment* as a measure of a recess ion's iApact, the
Secretary of the Treasury was directed to investigate other data
for allocating payments. (HTE)
