         For the Fedgqal Government to be effecive, its prcgrams
and activities must e - effectively implemented. Sound
implementation can b  weakened by too many employees, Les,1ltifig
in costly nonproduct !ty, or by too few, resulting in an
unmanageable workload. Over the past several years, GAO has
issued many reports :l ustrating the problems caused by
insufficient sta    'Jese problems, affecting a wide range of
Government proqr,      clude work backlogs, ineftective
irplementation o1         - -e mandates, excessive use of
overtime and consu.          , in several cases, criminal
abuses. Findins/C0u..        : Staff shortages are sometimes the
result of agency misma,      t. However, some programs are
inadequately staffed        - ons over which the agency has
little or no control.       Lcient funding can prevent an zncy
from hiring the employe,-- .t needs, and personnel ceilings can
have similar restrictive effects. Mechanisms for controlling
personnel resources are needed; however, other elements such as
travel, equipment, wej.&ng space, and supplies must alo be
carefully analyzed for-their effect on program management.
Recommendations: Conr'ss should carefully assess the impact of
personnel ceilinqs and outbacks if it is to avcid reducing statt
at the expense of effectively addinistered programs. (RRS)
