         Fair housing activities of Federal agencir s are largely
covered by two civil rightts acts. A review of the cospliance and
enforcement dctivitiet of Federal housing agencies showed that
their efforts have not been effective in identifying and
eliminatinq discriminatory practices and seeking timely and
appropriate settlements of complaints. Findings/Conclusions:
Applicants seeking housing under the Department of Housing and
Urban Development (HUD) public housing and subsidized rental
housing programs are not provided an equal opportunity on a
first-come, first-serve basis as reccmmended by the agency's own
title VI requlations. Applicants desiring a unit are allowed to
refuse an unlimited numb er of uf ezc! units without being moved
down on the list. Thisoccurs because public housing atthorities
are not following the tenant selection plans, and subsidized
rental housing prujecf.6 are not required to maintain such Flans.
Although HUD arl Farueks Home Administration issued nearly
identican.l title VI reulations which prohibit aegregatiozamong
t~ose receiving ?edera=assistance, the regulations are not
similarly implemented. 'e agency's efforts to resolve
discrinination ccmplab.nos in the private sector have also been
ineffective. GAO revieu_!% 332 complaints received by three
regional offices and  ,of)14 that the agency was unable to resolve
247 for lack of clear evidence of discimination. The agency was
able to determine that discrimination occurred in 57 cases. 36
