         A listing was provided of entitlement piogcams for
wi .; tunds were provided in appropriations acts for fiscal year
197F, along with tites of the acceunts and language used in the
acts. Also included were tne title of the account and the
proposed language for entitlement programs as included in the
President's budget request for fiscal year 1978 wh re that
language differs from what was contained in the aprop.iaticns
acts. For each entitlement program for which funds were provided
on t   basis of other than a regular 1-year appropriation, the
amount of budget authority that wold have been required tc be
apprcpriated had funds been provided on the basis of a regular
1--year appropriation was listed. Nz carryover of uncbligated
baiances was anticipated in the Compensation and Pensions
prcqram but two other programs had anticipated carryovers of
$923,676,000 and $715,000 in unobligated balances, respectively.
Five ot the Dcpartment of Health, Education, and Welfare
proqrams iunded from three appropriation accounts were
classified as malti-yedr funding with authority to draw down the
next year's budget authority in the last quart2 : of the current
year. it was observed that: the entitlement programs financed
through multi-year and no-year ippropriations are still funded
for 1 year at a time, with the funds remaining available after
the enn ct the tirst year; and some entitlement prcgrams are not
financed throuqh single, separate accounts. (Author/HTW)
