Federal And District Of

Columbia E mployees Need

To Be In Separate Pay And

Benefit Systems


Most District of Columbia employees parti
cipate in Federal civil service pay and fringe
benefit systems which ale designed for Fed-
eral employees and admin:stered outside the
District's control. With the passage of the
Horne Rule Act, GAO believes all District of
Columbia employees should be cover-:d by
District compensation systems that are tai-
lored lo local government and employee
needs and financidl resources.

Conversely, certain Federal law enforcement
personnel participate in pay and retirement
systems which are designed for District police
and firemen and administered by the District.
These Federal employees receive higher pay
for the same levels of work and have much
-better retirem Jbne-lfits than their counter
parts coered by the Fedeial civil service
system. They should be covered by Federal
pay and retirement systems like other Federal
law enforcement per sonnel.
