    94-63).
         A review of the use of Federal funds by the Counseling
Center, Bangor, Maine, covered allegations regarding dual and
overcompensation of Ceter employees, unauthorized expenditures,
piyment practices regarding terminated employees, handling of
contritutions, improper matching of federal grants, and
overstatement of charges to the Center's alccLcl program.
Findig/Conclusions: The allegations were found to be either
unui'stantilted, did not involve Federal funds, cr were isolated
incid,nts. The Center did, howe ver, overcharge the alcohol and
the mental health rants by about $81,000 primarily because of
weakn-sses in its finwcial managefent and payroll systems.
Although Department of Xiealth, Education, and Welfare (HEW)
progi;as officials were &are of thes, weaknesses, they did not
require an adequate financial management system or perform an
audi.t. The lack of audit, itadequate financial mcnitoring by
HEV, and weak financial manauement have contributed to the
Center's problems. Recommendations: The Secetarf offlealth,
Lducation, and Welfare should: tequire that ike cvercharges
discovered be recovered, require that an audit be made of the
grants nct covered by this review, and take actins to assure
that the Center's financial managemet practics and procedures
are adequate to reduce the possibility of such tvercharges in
