          A November 1976 report to tbQ Congress reccmended that
the Social Security Administration obtain accurate and complete
data on compensation ar1 pensions promptly and regularly from
the Veterans Administration and the Railroad Betirement Eoard.
These data ai.e -L1sed for computinq payments.
Findinqs/Conclusions: The use of inadequatr; data from these
aqencies had resulted ia Supplemental 3ecurity Income recipients
being overpaid $60 million and underpaid $4 millioi, annually.
General Counsel at all three agencies agree with GAO that the
recommendatio': Lor accurate and complete data are consistent
with the Privacy Act since the disclosures are for a routine use
compatible with the purpose for whicb the reccrd was collected.
Recommendations: Tne Administrator o Veter-ans Affairs -hculd
revise the routine use notice so that it is &ore explicit about
the information disclosed to the Social Security Administratiou
from its syst3m of records entitled Veterans, Dependents, and
Banef.ciar.es Compensation and Pensicn Beccrds and the purposes
of such disclosures. The Sccreta-y of Health, Education, and
Welfare should direct the Commissioner of Social Security to
prepare a risk analysis to determine what security measures may
be needed to prevent unauthorized access c the valiouE payment
tapes it transmits to the TreaSuLi4 ea:h month. ThQ Chairian of

Affairs should also conduct risk Analyses tc determine what
