          Section 658(a) and (b) of the Foreign Assistance Act of 1971
     reads as follows:

               Sec. 658. Limitation on Use of Funds.--(a) Except
          as otherwise provided in this section, none of the funds
          appropriated to carry out the provisions of this Act or
          the Foreign Military Sales Act shall be obligated or ex-
          pended until the Comptroller General of the United States
          certifies to the Congress that all funds previously appro-
          prdAted and thereafter impounded during the fiscal year
          1971-for programs and activities administered by or under
          thedirection of the Department of Agriculture, the Depart-
          ment of Housing and Urban Development, and the Department
          of Health, Education, and Welfare have been released for
          obligation and expenditure.

               (b) The provisions of this section shall not apply--
                    (l) to funds being withheld in accordance with
          specific requirements of law; and
                    (2) to appropriations obligated or expended
          prior to April 30, 1972.

          On the basis of our review, I certify that all funds previously
     appropriated and thereafter impounded during fiscal year 1971 for pro-
     grams and activities administered by or under the direction of the
   12-Department of Agriculture, the Department of Housing and Urban Develop-
   Q ment, and the Department of Health, Education, and Welfare have been     2 2-
   -released for obligation and expenditure.

          The Office of Management and Budget has been notified of this
     certification.
