    Dear Senator Talmadge

         This report is in response to your request of November 7,
    1972, that we determine whether construction of the proposed
    Blue Ridge Parkway etensi. will bring                      T
    claimed by its proponents to the northeastern section of
    Georgia and whether the benefits will offset its cost suffi-
    ciently to merit continued funding.

         The National Park Service, Department of the interior,
    has not yet designated the specific location of the parkway
    corridor and has not orepared recent estimaTeq of henef:lts
    and costs associated with the parkway extension. Therefore
    we cannot make a realistic benefits-versus-costs analysis.

         As agreed with your office, this report is limited to ,
    information available at the Park Service's Bluc Ridge Park-
    way Headquarters, Asheville, North Carolina, and the U.S.   .
2   Forest Service Regional Office, Atlanta, Georgia, that should
    provide a perspective of the economic issues involved. Al-
    though we did not obtain formal comments from the Department.
    of the interior on this report, we did discuss it with Park
    Service officials who agreed with the facts and comments
    included.

    ANTICIPATED COSTS

         The Federal Government will pay for planning and con-
    structing the project, and the State governments of Georgia
    and North Carolina will pay for the acquisition of rihts-O-
    way on privately owned land in their respective States.  Tle
    fo i ow rn stimates of these costs was made in 1967 and werc
    included in the Park Service's Master Plan for the Blue Rid,e
    Parkway extension.
