      Dear Mr. Rangel:

           In accordance with your request of April 16, 1973, and
      subsequent meetings with your office, we have compared the
      setences of convicted organized crime figures for the
      4-year period July 1, 1968, through June 30, 1972, with fis-
      cal year 1970 and 1972 statistics compiled by the Adminis-
      trative Office of the U.S. Courts for all convicted
      criminals. The Administrative Office did not compile
      statistics by offense categories for fiscal years 1969 and
      1971.

           During the 4 years, 1,365 criminal defendants, identi-
      fied by the Departmcnt of Justice as being associated with
      organized crime, were convicted. Their violations comprise
      17 offense categories. More than half (61 percent) were
      convicted for extortion, racketeering, and threats (420);'
      gambling and lottery (209);2 and embezzlement and
      fraud (205).,

           Enclosure I is a comparison of convicted criminal
      defendants' sentences by offense category. Enclosure II is
