       Dear Mr. Gubser:

           Your letter of February 26, 1974, indicated that a
      Mr. William D. asker contacted you concerning a study we

      avail! pj.jji.tryoaircraft. You asked whether we were
      conducting or had conducted such a study.

           Our most recent work in this area, and probably what
      Mr. Tasker was referring to, was brief and general. We
      obtained information on the Military Airlift Command's cur-
      rent practices and procedures for space-available travel,
      to identify opportunities for increased economy and effi-
      ciency which might warrant a more detailed examination. We
      did our work at Travis Air Force Base, California, during
      the latter part of January and early February 1974.

           The information will be used only for planning assign-
      ments in this area and will not result in any report to the
      Congress or agency officials.
           In connection with this travel privilege, however, we
      call your attention to House bill 10966 which the Honorable
 2W Les Aspinkintroduced on October 17, 1973.    It was referred
      to the Committee on Armed Services.       This bill may interest
   _  you since its purpose is to amend title 10 of the United
      States Code to limit the armed services' space-available
      transportation system.
