     For some months at the Telecommunications Office, the Federal
Communications Commission, and other agencies we have been studying
how the United States uses and manages the rai fequencyspecdrm


     On January 16, 1974, ou representatives met with Mr. Lftiton,
of your staff, and Mr. Vastie, Minority Counsel of your Committee
on Government Operations, discussed your request, and described
some of the work covered in our study. We also discussed with your
staff our views on Senate Bill 2674, which would transfer the
Telecommunications Office's functions to the Commission and abolish
the Office.

     The report on our study will be available in about 60 days.
The above staff members felt that the information we provided at the
meeting, together with our forthcoming study, would satisfy your
November 16 inquiry. We will furnish you with any additional
information you may desire.
