Dear Mr. Vice Chairman:

      Duri!ng t.%e July 30, 1976, House of Representatives
 debate on theroposed Nuclear Fuel Assurance Act of 1976]
 (H.R. 840C1), there was an unfortunate misunderstanding of
 our viewsi on the -r oosed bill. This letter seeks to clarifv
 that misunderstanding.  Also, because cuestions and incuiries
 have been' received by us about the amendment mrooosed by
 Congressman Xnderson of Illinois -which attempts to limit. the
 types of Gove rnmrrent assurrnces that could te given to privat-.e
 uranium enrichers, we have enclosed our views on the effect
 of that amendment in the hope that they might be heloful to
 You.
      In the July 30, 197d, House floor debate, you cuoted

 our May lC, 1976, reportIto you entitled Co ..-.enzs on
 Selected -cects of the .-dmiristration's ?rczosal for Govern-
 ment Assistance to Private Uranium Grouos (RED-76-110) in
 support o)f the bill as reoort-ed out tv. the Joint Committtee
 on Atomic Enercy on May 14, 1.976. The section you cuoted
 was part of a response to your cuestion about the cossibilitv
 of basinc en-ablinc eislation on individual arr-anem.ents
 entered into between the Energy Research and Developmen      
 Administ-ration (-E-CA) and potential crivate enrichers. Our
 May 30, 1976, report saidi that
