         In his lettdr the Assistant Secretary indicates that certain
    furniturecomwaies located within the United States conduct overseas
    sales prorm , which ae primarily directed to mabisre of the uniformed
    services. It appears that under thse progrn, members of the services
    and their familiea are visited by saesn for the purpose of selling
    then furniture for deliver) md use at their next perament duty  tation
    iA the United States. It I s5aid that furnt    purchased in this way
    is not delivered outside the United States, aut remains with the mmu-
    facturer untL the inber returns from his ovetseas aseiguat.

         At the tIm these progra mwere established the Assistat Secretary
    says I was smtemplated that when a maber cade a purchase, the fuud-
   ture would be placed in storage for hin by rntt umufscturer for ship-

         It Is stated in the Assistant Secretary's letter that Inquiries by
    Ooveruat trasportstion officers directed to the furniture companies
    were purchases have been made, reveal that in may cases the furniture
    is not available for shipment at the time of the effective date of the
    meber's penment chaece-of-station orders. Aeong the reasons advanced
    for thie are the followings the furniture Is not yet  nufactured; the
    fur iture i only partially completed; the member's credit haasnot been
    approved; or, only a portia of the total order is ready.

        Du* to the cocavailabalty of the furniture for chipment, the
