       IW refor to your letter dated October 16, 1972, and subsequent
  correspondence, protecting against the award of a contract for the
  lease with option to purchase of peripheral automatic data processing    ooj
  equipment (ADPE) to International Busines faclinas Corporation (IBM) ,FNG
  under P   DAIlC26-72-R-0006, issued by the United States CAxrter
  SystesSupport and Evaluation Coamandsnta

       Pursuant to a Delogation of Procurement Authority from the   .
A Ceneral Services Adminitration (GSA) the solicitation wans isuad on
\ October 13, 1971, requesting offern on ADPE to be compatible on a plug
  to plug basis 'ith already installed equipment at various locations in
  the continental United States, Alanka, and Panama. The eolicitation
  permitteA multiple awards based on five geographic areas. Offerors
  were required to submit pricea on ',crh of three bases; for purchase,
  for a 3-yaar leave period, and for a lase with an option to purchase
  after one year. Prices for maintenance of the equipmsent were also
  required. The pz.ncipnl basis for award was to be the lowest overall
  cost to the Coveranent.

       On the closing date of December 13, 1971, offers were received
  from 10 firns. At the culnination of negotiations all offerors were
  advised that beet and final offers were due on May 19, 1972. Four
  offers were received and evaluated resulting in the award on
  August 30, 1972, to flPU of a contract covering all five locations,
  providing for the lease of the subject equipment irdth an option to
  purchase after one year at an evaluated cost of $7,313,057.

       The agency informs us that it received a message on September 6,
  1972, advising it of your firm's intent to protest the subject
  procurement. Pu':euant to a request from your firm, a debrief ing was
  then held on Se;itenber 7, 1972. Several cornrunrcations bevwten the
  agcncy and Telc. followod, raisulting in your firia'o formal protest to
  this Office.                                                          ,
