       Further reference is made to your tlagrm dated October 24,
  1972, tW  subsequimt correupondene, written on behalf of Grmger W   qoj
  Asoclates (Grangaer), in vhich you protot the contmplated award
  of a contract to Gayston Corporation (Gayston) under request for 7    O24 tI
  proposals No. D9A900-73-R-1373, Issued by the Defense Electronics
  Supply Center (DESC), Dayton, Ohio, for the purchaas  of electro-,, ii
  static dischargers and retainers, which reduce static noise in 4C a ,w7
  comication systms and are to be Inatalled in supersonic airdraft,

       The solicitation was issued on October 5, 1972, *. the deadline
  for receipt of proposals van October 26# 1972. Proposals were received
  from four firm including ranjer and Gayston.

       It is your contention that Gayston it: an unqualified offeror
  and should not be cOnsidered for an award under, this procurament.
  You base this assertion on the fact that the Guyeton part is a
  modified subsonic part whoh ha. never bea flight tested on super-
  sonic airraft; and that evaluation of that Caystont item cannot be
  considered complete until supersonic flight teating haa bsen accom
  pliohed. While you acknowledge that ayston's discharge rw-o suecess-
  fully tested undar n ulated conditions in accordance with M1L STD
  810-B, whicht established Air Force standards for the equipment re-
  quested, you nevertheless maintain that without supersonic in-flight
  testing It cannot be determin'ed-hat uder any knwn military standard
  (ML D') or military specifict ion (tiL SPEC) how the Gayston part
  would actually perform. You state that Gran&ar's past cxporlence has
  demonstrated some of the problems which can arise without actual
  in-fliSht testing. By way of illuatration, you point out that a
  subsonic Granger model discharger modified into a high environmental
  model, provod to be mechanically unsatisfactory in actual flight tests
  under supersonic conditions despite succesuful. testing uudor laboratory
  conditions in accordance with procedures def eAd by IIIL STD 810-B.
