     correspondence, protesting asoinst the award of a contract to liudnon
     Waterways Corporation (hIudson) under request for proposals (nFP) No,
     u03o33-7-R-O046, isaued by the 14ilit=a Bealift Ccmand (11C).
     *    The fliT requested offers for operation of 13 Uavy tanhero for a
     period of five yearns con=enciny on lovember 1, 1972, ith a riaht to
     terminate after the first year on 30 days notice, The vesoelo conaist
     of 8 each T-2 t3e tmnkers and i each Tw5 type tw.keru. Offerors were
     tdvised that the T-2 type tanko 's are scheduled to be inactivated over
     the -next five yearn, The RFP stated that the negotiating authority vms
     10 U.S.C. 2304()(iO); that u cost-plus-avurd fee contraot would be
     ~amrded, rd that cn award fee w.ould be designed as an incentive over
     and above the fixed-fee to encourwo optimum performance and econany
     in operation.

          The fofloring evaluation factors were set forth in Paraajpph 7 of
     the RFP:
