  ciTcumtances set forth in your letter.

       Your letter dseloaes that certain disabled nYteraas auffn from
  a severe iwpairmnt of the heat reGulatory uachenicrra of their bodies
  to such a* extent that their body teupeaturea can only be safely
  mintuined in an arttftcally controllad phyical rxvirorment, Ia the
  past# the Veterans Ad inistration ba atteptcd to cest this need by
  installing a room air-conditioning unit in the veteran's ho, 1wve,
  your letter Indicates that this was not sufficient to resolve the.'
  problem-n that it proved to be unduly restricting for some vetertma
  to be confined to only one room of the house and such liited mobility
  effected their -ehabilitatiou adversely or the noise of the unit
  prevented tim disabled veteran from getting ussential reLt. Thus :t
