          S6niccs bd.nLstraton,  Oie of your objoction, to the F1 is
          tht since the pronpective contractor required to pay a uniform
          houly wago to all employees in a given class, the RFP should
          be & rnded to pr,lde for paymaent on the basis oi the auab2r
          of hours of lcbor expended regardless of product output.

               Xn this regard, a mmnorandum dated April 23, 1973, included
          with GSA's report to our Office dated Nay 29, 1973p uthtess
