        (11-832)),. requesting an advaince decision an tp thc. legality. of cert$-
        fying for payment certain itezms previously disallowed and now'reclaimed
        om a voucher presented for pyrment by Mr. Albert Romno, The items in
        question are expenditures incurred by 1HIr. Romeo incident to the purchase
        of a house at his new official duty station at the time he transferred
        from Yuma, Arizona, to Baker, Oregon, effective June 14, 1972, They are
        described by lir. Romeo in a memoranfium supporting his claim as follows:

             Baker I found I had to pay the Real Estate commniion of
             0900.00, as required by local custom, Attacled to my original
             claim was a letter dated August 4, J94  verifying this paymeut
             by Me.  *

             The necond. item dinallowod was a $100.50 mortgage prepayment
             charge paid by me,. This amount van paid at the time of
             closing and twas required to secure the m'rtgage, S-nce thls
             was an additional expenne incurred as a atrect result of my
             purchase, I feel it in definitely roimburanabln, Availability
             of desireable houoing in %aker is almost noen-e;istent and a
             purchaser is at the mercy of the seller Ad tinancial, intitution,

             The $12.50 Tax Service roe i a charge by the bank for payment
             of taxes. I van required to deposit into escrow an auount
             ($230,00) to be applied to future taxes. The bvtnk then pays
             the taxes and charges a fee for this required oervice. Thin
             is done to asoure that the taxes will not become delinquent.
             Since it is a required service and resultant fee I feel I am
             entitled to reitnburoement for the added e.panse.
