                  You rmintain that tho Department improperly dccided that
             your I'bdel 39A System  was not equivalent to th Optron models
             and could not be considered for award. Wem ast nb'en with the

                  The procurement was negotiated under 10 UPS.C. 2304(a)(l),
             which nutho'.Izes negotiation of a contract where experitental,
