Mr, John FI NtcIaughlin
Work Training Center
2233 Fair Avenue,
Chico, California 95926

Dear Mr. pcLauhllu:

'1urther reference is rads to yotur October 1, 1973 letter requesting
rev-lew and reconsideration of oui, deciston of July 23, 1973, In which we
sustalned the July 29, 1971 settlement issued by our Transportation and
Claims Division that disallowed the four separate claims you subnttced
for reinbursement of expenses incident to your employment by the Forest
Sarvice, Department of Agriculture, at the Jub Corps Conservation Center,
Alder Springs, California.

You contend that ycur claim for reimbursement of $465.40 you expended
iu the nontemporary storage of your household goods for the period
November 14, 1966, through July 14, 1970, should be allowed because the
Job Corps Conservation Center, Alder Springs, California, was in fact lo-
cated in an isolated are. In this connection, you allege that certain
other unspecified employees weve reimbursed storage expenses because of
the Center's remote location and complain that you Jid not receive equal
treatment.

Nonfenporary storage of household goods for Federal employeoa assigned
to Installations in the continental Unite Statas is governed by 5 U.s.c.
5726(c) whIch provide:

S57269. Storage expenses, household Roods and versonal

         effects

     (c) Under such regulations as the Precident may
prescribe, when an employee, fnclud tnew appointee
and a student trthenee to the extent authorized by soc-
tion 5723 of this title, is a~s1pd to a pernrient dutX
station at on isolated location in the continental United
States to which ho cannot take or at which ho Is unable
to use his household goods and personal effects becaue of
the absence of residence quarters at the location, non-
temporary storage expenses or storage at Uovarnnvit expense
in Government-owned facilities (incli.illut related tr.ins-
porcation ard other expenspe), whichoever u imore economical,
