        Dear H r. secretary:

             We refer to the letter of Kaq ytl, 1973, reference WBR 520/953.2,
         frcm Mr ,'Richard R, flite, Deputy Assistant Secretary, concerning the
         claim of Hr. Thomas R .Holland, au employee of the Bureau of Reclamation
         stationed at Ellis, Kansas, 1r, Holland, a resarvoir superintendent, is
         claiming 2 hours overtima for Suadayn and holtdayu that he was required
         to work during the period August 1, 1955, through January 10, 1970.

              It is stated that throughout uorthtrn'*nas, eastern Colorado,
        and southern Nebraska the Bureau of Reelvistion operates 10 dams and
        reservoirs for the purpose of delivering water to various irrigation
        districts and muticipalities. A reservoi.r superintemdent is appointed
        to each of these reservoirs in order to ccntrol water deliveries. The
        reservoir superintendent i, required to lit'v in Government-furnished
        housing at each reservoir and is the only full-time onsita Bureau employee
        at the locaLiou,

             Until January 25, 1970, each reservoir superintendeft was required
        to take weather and reservoir operation records on a daily basis, pin-
        cludinS Sundays and holidays, Each employee had a regular 40-hour tour
        of duty oprcad over 6 day.--7 hours per day Monday through Friday and
        5 hours on Saturday.  The akditional work that was required on the non-
        workdays, Sundays and holidays, took approxim'tely 30 minutes per day and
        in order to c npensate the nuperintendent's for this work, each was in-
        strutted to take compensatory tine off by adjumting hia quitting tlme on
        one of the udomal workdays in accordanece with the amount of time he had
        worked on the Sunday or holfiday. This compensttory time arrangement was
        mada official in a letter dated Octobec 29t 1957, from the Chief of
        lrr/igation Operations. That letter provided in part p   follows:,
