Dear r. Secretary;


      This Is in reply to the July 17, 1973 letter from the Deputy
 Amistant Secretary of the Interior (EUP-RO), forwarding the pro--
 test of Couonwealth Electric Company against award to any other
 firm under the Bonneville Power Administration's inritation for
 bids Ko. 3411, along with your Department's recomeadation thereon,

     'The in) was for the clearing and constrction of electric
 trnamtusiou lines known as the Carlton-Tillamook Line No. 1, The
 bid received fruw Coumowealth Electric li the total isunrnt of '
 $1,703,700, was low, However, a detailed check of the mathematical
 computatlns involved with the 105 line itos revealed a discrepancy
 with respect to item number 98, which called for approxieately
 1,340,000 pounds of steel. Coonwealth's bid indicated a wMlt price
 of 24 cents and a total Uina item price of $308,200. The contracting
 officer, treating the unilt price as controlling because the quantities
 specified in the bid achedula were only approximations and contract
 payaantd were to be based on unit prices for york actually performd,
 evaluated line Item 98 as n$321,600, which changed the total bid
 price fum 0 1,703,700, to $1,717,100. Aothar bidder, Pettijohn ,'
 Engineering Companyt Incorporatedo bid $1,710,408, and the con-
 tracting oificer plans to make sard to that company.

     Ckoonwealth, in its protest, clafm that it made au error in
