               Reference is made to your letter of July 30, 1973 an prior cor-
          respondence of the flittman huclear & Development Corporation (Iritta),
          regarding that flrm'sa[rotest against thqi cancellation without avordlof
          invitation for bids No.6?01C-73-)-O0% by the Portamuth Naval tip-
          yaid, lortsmouth, few Hampshire.
               Zn your July 30 letter you requested a conference vith our Office
          regarding the protest. Because to date you have not suggested a possi
 (        ble date for such ^onference, ve wM   conaider the protest on the record
          before us so em to expedite both a resolution of the protest and the
          repracurerent of the required services.
               The invitation, which covered the procurent of services for the
          rtwoval and disposal of unclassified redioactive waste from the Ports-
          outh aval Shlpyard, as issued on March 2p 1973. On March 12, the
          Vice President and General anger of Uitt~mn telephoned the contract.
          inj &ctivity to advise that he felt the ipecirications were restrictive
          in favor of the Present contraotor. He then forvurded a letter which
          oiiblineA the aerices and equipment offered biLittman, Consequently,
          the bid opening vas extended so that the technicoal specifications of the
          Invitation cAuid oe revieveii with a view to oJhidnating any restrictive
          areas. On-March 21 the invitation ma amended by revising the specifi-
          cations and by extending the opening date to AprAl 16. Four bide were
          opened .on that date. A technical review of the bids, however, indicated
          that the Ipecifications s written did not satisfy the contracting
          aotivitys requirement, and consequetly, on May 10 an amendaent was
          Issued cancelling the invitation in order that the specificattonu might
          be revid.e   It is this action which ILHttan protests.

               The contraotig officer's etermtriation to cancel the invitation
