             Ths solicitation was for mnsgmwut end teelnical ssistance to
        be t' andered to individuals or enterprise!u purtmuant to section:. 406 of
        the Economic Opportunity Act of 1964 (42 U.S.C, 2906b). Sixteen offers
        to parform these nervicea sn Newark, New Jevnmay, tere received in re-
        sponse to the solicitation, and war evaluated In ,sccordauce with the
        criteria sat forth in the solicitation, Your proposal received an eval-
        ustion scori of 1,7 points out of 100 and was ranked sleventh* The
        proposal snbwmtted by Rlsenfeldo Steinuan & Blau rnetaved the high score
        of 56.7 points, and a contract was awarded to that Ifirm,
