    request for a decision as to t.ether an additional amount of
    499.80 may be certified for payment to a contractor who com-
    pleted work under construction contract o.16V010-r3-3,
    awarded on 0.toter 18, 1M  by the Bureau of La lanagemnt,
    Lokevi ew Oregon.

         fPrsuant to Section 30Q(c)(3) of the Federal Property and
    Administrative Services Act (1 U.8,. 22(e)(3)), the state
    director, Oregon, redelegated his pronunment authorit.r to the
    district .anaqers vithin his area of operation to enter into
    contracts for cupplies. and services not to exceed 42,500 per
    tronnaction, and for construction not to exceed $2,000 per
    transaction.

         The invit,.tion issued on October 3, 1972, for a construction
    contract vas entitled Fence Construction an Maiatensnce for the
    Lokeviow, Oregon, District.  Since there van s e service (main-
    tenance) involved in the work1 the ditrict taaager considered his
    spending authorization to be /1,5DO for the contrai.t. Therefore,
    award was mnce to Dvld W. WWilliaes for $2,100, but payment has
    only been alowed for %#000.
