 Dear Mr. Cbairman:

      Ir letter of July 26, 1971, you requested our m.ents an S. 2324,
 92d Congress.

      The subjeet bill proposes to establish a national power grid system,
 for the purpmose of assuring an adequate and reliable low-cost electric
.power supply consistent %ith the enhanement of environmental values and
the preservation of ecapetition in the electric power industry.

      Because of the proposed substantial expenditures for research and
 develoment provided for under section 104, the Sate Comerce Comittee
 may vish to onlder providing for the evners.ip end utilization of a..
 patents stemming from these funtions (.S. ilk6    92d Congress, file
 o-15107).

      Section 105(a)(1) provides that, effective 180 days after enactment
 of the National, Pwer Crid Act, all electric poter generating and trans-
 mission facilities of the Bureau of Realation, Ary borps of rgineers,
 Southvestern, Sotaeastern, Bunneville abd AJaska Pover Addim attion
 ill be trwasferred to the National @i.

     The proposed langue does not apecify whether multipurposes proJects--
those which, in addition to providibg electrle pover, provide water for
=nicipal and industrial use, recr1atio  and fish and wildlife purposes,
irrigatic, navigation and flood control-A-wil be totally transferred to
the National. Gid or rewain, in part, the *dministrative reomibility
of tbe existing agencies. We suggest, therefore, that the proposed leg-
islatio  be revised to clarify this issue and to preaeribe the necessary
mechaniims by whIch the proposed transfers are to be aahieve4. Related
revision would be required in section 105(a)(2). Also, ve believi that
the emnittee may wish to consider providing for maximm utilization of
the existing manpower of the agencies whos4 geneatitg and transmission
failities are to be transferred to the rid.

     section 105(ft)(3) (B) provides for the allocatioin ofTVA'vs outstanding
bonds beteen TVA and the Fatiocal Grid, but is silent with resWt to the
alcation of the CGvernsent's investment in TA. 'We suggest that this
aection be revised to provide for such allocation.
