New Approach Needed

To Control

Production Of Major Crops

If Surpluses Again Occur



Department of Agriculture

During the 1971-73 crop years, the Com-
modity Credit Corporation paid farmers $7.6
billion to set aside, or not farm, cropland.
This was to prevent excessive supplies of
wheat, feed grains, and cotton from accumu-
lating. This was only partly effective in re-
ducing production primarily because some
cropland, which would have been set aside
anyway as a normal farming practice--summer
fallow--was allowed by the Department of
Agriculture to qualify for Federal payment.
About $800 million was paid for setting aside
wheat land that would not have been farmed
anyway.

Because stocks of major crops could again be-
come excessive, the Secretary of Agriculture
should develop a legislative and administrative
proposal, considering the summer fallow prac-
tice, to control production of crops that may
become too plentiful.
