         The proposed relocation of the Health Resources
Administration (BRA) of the Department of Health, Education, and
welfare (929) and certain agencies in the Department of the Navy
was rewiewed. Offici3lz of both the Navy and RA believe they
will increase program effectivenens and managerial efficiency by
consolidatinq presently separated components.
Findiamgs/Concluzions: aRE did not make a cost-effectivenqss
study of the proposed move because their reg,]lations do not
Lequiie such a study vhen the space is already under lease and
available. The BRA estimated that its nonrecurring cost to move
will be S299650000 and i s recurring cost will be $5.056,000, an
increase of $167,000 annually over the cost at the present three
locaticns. As of October 6, 1976, the funds needed for
renovation had not been identified. There were practically no
discrepancies on factual matters between the Department and the
employees' concerns; the differences were on matters of
judgment. It cannot be determined whether thG benefits will
outweigh the cost and any inconvenience incurred by the move.
Recommendations: moves of this magnitude warrant a
cost-effectiveness study before decisions are made. (RRS)
