         The Utility Tactical Transport System Program is a
twin-engined helicopter Scheduled to replace the Arayls current
utillty helicopter# the OE-1, in air assault, air cavalry* and
medical support units.  Pindings/Conclusions . Improved
:eliability, maintainability, availability, survivability, and
perforance were primary factors in the justification for this
development. A competitive development program has been
substantially complete4 at a cost of about $463 million, and d
production contr~c,1fi.fr 15 of the aircraft was awarded in
December 1976. The -eliability and maintainability results
demonstrated during'competitise testing are questionable and may
not be valid. GAO is uscertaiv, whether the Army has met the
objective of developing an aircraft with major improvements in
reiiability and maintainability, as the OR-1 demcnstrated much
better reliability and maintainability than the competing
prototypes during Government competitive testing. Recent life
cycle cost estimates indicate that the cost of a fleet of new
aircraft will be more expensive than a comparable fleet of new
OfH-I helicopters. This is contrary to the figures used to
instify the development program. Recommendations: The Secretary
of Defense should make sure that reliability &nd maintainability
goals have been achieved before the Arry exercises contract
options for follow-on production. (Author/SC)
