The special message contains two supplementary reports as follows: D76-86B Department of Defense Military Construction D76-9B Department of Health, Education, and Welfare Office of Education Higher Education D76-86B increases the net amiount that was deferred through the Transition Quarter by $3.9 million. Supplementary message D76-SB increases the amount deferred though Septemoer 30, 1976, by $36,930,741. The supplementary information in the two revised deferral proposals is accurate and does not require revision of ouc comments on these impotndments. -A.
