 Authority: Coastal Zone Management Act ot 1972, as amended (P.L.
     92-583).

          An assessment was made of progress under the Coastal
 Zone Management Act of 1972 by the National Oceanic and
 Atmn pheric Administration (NOAA) and the coastal States and
 territories. The Act provides for incentives to States including
 grants administered by NOAA for the wise use of coastal
 resources. Find ings/Conclusions: Althouqh some progress has
 been made, many problems huve developer -n implementation by the
 States and cooirdinat-on with Federil agencies. There has been a
 lack of understanding of State p oblems, ueakDnsses in
 monitoring procedures, and conflicting policies between Stite
 and Federal agencies. Some problems in fundir.g and
 implementation have resulted from lack of public suppcrt.
 Recommendations: States should be helped to develop authority
 and involve the public in program development. Federal agencies
 should be kept inforied at early stages. InfCrmeetior, should be
 coordinated among the States and technical infcrmatt.or
 assistance should be expanded. (HTW)
