Revenue Sharing Fund Impact

On Midwestern Townships

And New England Counties

GAO recommends that the Congress consider
two alternatives for amending the Revenue
Sharing Act to distinguish between general-
purpose governments eligible for revenue
sharing and limited-purpose governments,
such as many midwestern townships, that
operate more like special districts and would
not be eligible to receive the funds.

GAO also recommends that the Congress
eliminate the disproportionate allocations
being paid to many midwestern townships by
deleting the act's requirement that certain
local governments receive an allocation of at
least 20 percent of the per capita amount
available for distribution to local governments
statewide.
