Duplicate management of supply items still exists in the Government in spite of the Gen- eral Services Administration's and Defense's efforts to eliminate it through negotiations and written agreements. The Office of Federal Procurement Policy should confer with the House and Senate Committees on Government Operations to establish a formal definition of the concept of a national supply system. This definition should delineate item management responsi- bilities and establish short- and long-range objectives as well as assign responsibility for their accomplishment.
