It also should prohibit a recipient government from practicing such discrimination in any of its programs or activities regardless of the source of revenues used to finance such programs and activities. The Secretary of the Treasury should develop and implement additional procedures and controls to alert his staff to delinquent civil rights cases requiring immediate attention.
