     In our review we analyzed Defense regulations, inter-
viewed responsible officials, and tested billinq and collec-
tion transactions to evaluate the Air Force system for re-
coverir~q the full cost of training foreign students as
envisioneo by the law and Defense regulations. Our review
was done at ieadquarters, United States Air Force; leadouar-
trrs, ,ir Training Command, Pandolph Air Force Base, Texas;
and the Air Force Accountini and Finance Center, Denver,
Coloraoo.

BACKGROUND

     '2airinq courses arc offered to foreiqn nations on the
•bao;is rl tuthority granted in the Foreign Military Sales
Act of 1968 (22 U.S.C. 2761), which states that Defense
scrvicts may be provided to foreign nations if the foreiqn
governer(-nts agreie to pay not less than the value of the
service.

     Departsent of Defense Form 1513 is used as the formal
czn: act between the United States and forexqn governments
