Department of Health, Education, and Welfare



The Food and Drug Administration has nei-
ther adequately monitored new drug tests nor
adequately enforced compliance with testing
requirements. Consequently, it lacks assur-
ance (1) that the thousands of human subjects
used in such tests annually are protected from
unnecessary hazards of new drugs or (2) that
the test data used in deciding whether to ap-
prove new drugs for marketing is accurate and
reliable.
