U.S. Fish and Wildlife Service: FY2019 Appropriations


Introduction
Congress generally funds the U.S. Fish and Wildlife
Service (FWS, an agency within the Department of the
Interior) in Title I of annual appropriations laws for the
Department of the Interior, Environment, and Related
Agencies. Discretionary appropriations for FWS fund most
of the essential functions related to the agency's mission,
namely the conservation, protection, and enhancement of
fish, wildlife, and plants and their habitats. Discretionary
funding covers activities including resource management
and conservation, construction projects, land acquisition,
and payments and grants to states and other parties. FWS
also receives mandatory appropriations, most of which are
disbursed directly to states. In FY2019, mandatory
appropriations for FWS are estimated at $1.57 billion. This
product focuses on the agency's discretionary
appropriations.

Issues for Congress include the level of discretionary
funding for FWS, its distribution across agency programs,
and the possible consideration of proposals to eliminate
funding for some functions. Congress also may consider
FWS  policy issues, including policy proposals in the
Administration's FY2019 request.

FWS Discretionary Appropriations
From  FY2009 through FY2018,  FWS  received $1.50
billion annually, on average, in discretionary funding.
Enacted appropriations exceeded requested amounts in four
years, and requested levels were higher than enacted levels
in six years (see Figure 1). For FY2018, P.L. 115-141


provided $1.59 billion in discretionary appropriations. FWS
appropriations are provided for nine accounts (Table 1).

For FY2019, the Administration requested $1.23 billion in
discretionary appropriations for FWS. The House version of
H.R. 6147, passed on July 19, 2018, would provide $1.58
billion, and the Senate amendment to H.R. 6147, passed on
August 1, 2018, would provide $1.57 billion. Compared to
the FY2018 enacted level, FWS discretionary
appropriations would be decreased by $368.5 million
(23.1%) in the request, $14.3 million (0.9%) in the House
bill, and $19.7 million (1.2%) in the Senate (Table 1).
