Introduction
Before midnight on September 26, 2024, Hurricane Helene made landfall as a Category 4 major hurricane
in northwestern Florida in the Big Bend area of the Gulf Coast. According to the National Oceanic and
Atmospheric Administration's (NOAA) National Hurricane Center, the remnant of Helene likely
produced an additional 1-2 inches of rainfall across portions of the Ohio Valley and central Appalachians,
with 3-inch totals possible in some isolated areas. Most of the rainfall across the southern Appalachians
has ended, although scattered showers are possible through this Sunday. As such, the storm still poses a
major flood risk to portions of the eastern United States.
On September 24, 2024, President Joe Biden issued an emergency declaration for Florida under the
Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act, P.L. 93-288, as
amended; 42 U.S.C. §§5121 et seq.), authorizing Public Assistance (PA) Category B-emergency
protective measures to support mass care, including evacuation and shelter support. On September 26,
2024, the President also issued emergency declarations authorizing PA Category B for Alabama, Georgia,
South Carolina, and North Carolina. On September 27, 2024, the President issued an emergency
declaration for Tennessee authorizing PA Category B. On September 28, 2024, the President issued a
major disaster declaration for Florida authorizing Individual Assistance, and PA Categories A and B. On
same day, the President issued a major disaster declaration for North Carolina authorizing Individual
Assistance and PA Categories A and B. On September 29, 2024, the President issued an emergency
declaration for Virginia authorizing PA Categories A and B, and an emergency declaration for South
Carolina authorizing Individual Assistance and PA Categories A and B.
The situation in several southern states remains dynamic; additional declarations, including for other
states and designated areas (counties), or additional forms of assistance may be forthcoming if the
President determines that such federal assistance is necessary to support state and local response and
recovery efforts. Existing major disaster declarations and potential major disaster declarations for
Hurricane Helene may authorize FEMA to provide a suite of disaster assistance programs, including
Individual Assistance, Public Assistance, and Hazard Mitigation Assistance.
