                      The  Committee   on Veterans' Affairs, to whom  was  referred the
                    bill (H.R. 217) to amend title 38, United States Code, to make per-
                    manent  the pilot program  authorized by the  Communities  Helping
                    Invest through  Property  and  Improvements   Needed  for Veterans
                    Act of 2016, and  for other purposes, having  considered the  same,
                    reports favorably  thereon  with an  amendment and recommends
                    that the bill as amended do pass.
