                     The Committee  on Natural Resources, to whom was  referred the
                   bill (H.R. 1419) to direct the Secretary of the Interior to issue a
                   new  rule removing  the Northern  Continental Divide Ecosystem
                   population of grizzly bears from the Federal list of endangered and
                   threatened wildlife, having considered the same, reports favorably
                   thereon without amendment  and recommends   that the bill do pass.
                                     PURPOSE OF THE  LEGISLATION
                     The purpose of H.R. 1419 is to direct the Secretary of the Interior
                   to issue a new rule removing the Northern Continental Divide Eco-
                   system population of grizzly bears from the Federal list of endan-
                   gered and threatened wildlife.
                               BACKGROUND   AND NEED  FOR LEGISLATION
                     H.R. 1419 requires the Secretary of the Interior to, not later than
                   180 days after enactment, issue a final rule removing the Northern
                   Continental Divide Ecosystem (NCDE)   population of grizzly bears
                   from the federal list of endangered and threatened wildlife. The bill
                   also prohibits the rule from being subject to judicial review.
                     The grizzly bear was first listed under the Endangered Species
                   Act (ESA) in 1975 as a threatened species in the lower 48 states.
